The project is implemented by the NGO "Public Health Center "Independence"", which has been providing assistance to vulnerable populations in Vinnytsia city and region since 2006. The organization specializes in humanitarian aid, HIV prevention, and supporting people in difficult life circumstances, particularly due to the war in Ukraine. Since Russia's full-scale invasion of Ukraine, NGO "Independence" has provided HIV prevention services to high-risk groups: 4,451 clients in 2022, 5,058 clients in 2023, and 3,338 clients in the first 6 months of 2024.

The "Warm Home" project aims to support vulnerable populations, including internally displaced persons (IDPs), people living with HIV, homeless individuals, drug users, those involved in sex work, people released from prison, and their families. These people often face social and economic difficulties that complicate their lives and integration into society. Within the "Integrated assistance during war and post-war recovery in Vinnytsia region for vulnerable populations" project, with financial support from the Alliance for Public Health Foundation, services were provided to 2,864 internally displaced persons, and temporary accommodation was organized for 161 people.

The building used as temporary housing for vulnerable groups currently lacks proper drainage and thermal insulation systems. This leads to water infiltration, foundation and wall deterioration, creating danger for residents and increasing energy costs. The lack of proper building protection may also lead to further damage due to seasonal temperature fluctuations.

The "Warm Home" project aims to install drainage and thermal insulation systems for the building serving as shelter for key population groups. This will preserve the building, reduce energy costs, and create a safe and comfortable environment for temporary residence.

Ensuring building protection and improving its energy efficiency is critically important for providing decent living conditions for vulnerable groups. The project will help prevent further building deterioration, preserve its functionality, and enable people who have experienced traumatic events to rebuild their lives in a safe and comfortable environment.
